The European Commission stipulated in directive 1999 / 815 / EEC of December 7, 1999 that the total concentration of the following six phthalates (commonly known as 6p) in the PVC used for toys and children's articles containing soft PVC materials that can be put into the mouth of children under 3 years old shall not exceed 0.1%.

The six phthalates are DINP, DEHP, DnOP, DIDP, BBP and DBP;

At present, people pay more attention to phthalates in children's products. In 1999, the European Union formally decided to impose strict restrictions on the content of phthalates in toys (such as baby nipples) and other children's articles used by children under the age of 3 years and in contact with their mouths. Experts found that soft plastic toys and children's articles containing phthalate may be put into the import by children. If they are placed for a long time, the amount of phthalate dissolved will exceed the safety level, which will harm children's liver and kidney, and also cause early puberty. The European Parliament adopted a new directive 2005 / 84 / EC on the prohibition of six phthalates (esters) in toys and children's articles on June 5, 2005. The new requirements stipulate that the total concentration of phthalate DEHP, DBP and BBP shall not exceed 0.1% in the plastic materials of all toys and children's articles, and the total concentration of phthalate DINP, DIDP and DnOP shall not exceed 0.1% in the plastic materials of toys and children's articles that can enter the mouth.
